Contractor Identifies Errors in Reflecting Pool Renovation

The contractor responsible for renovating the Lincoln Memorial Reflecting Pool acknowledged that mistakes and design flaws, not vandalism, caused damage to the pool’s new blue liner. This assertion contradicts claims from President Trump, who blamed vandals for the liner’s damage.

Documents reviewed by The New York Times reveal that Atlantic Industrial Coatings, the contractor, pinpointed issues in the renovation design and its implementation. President Trump suggested that individuals armed with knives or box cutters vandalized the pool’s “American flag blue” liner. Despite these allegations, the Justice Department dropped charges against those accused of causing harm to the landmark.

The contractor’s findings, documented in reports to the government and daily updates from the National Park Service, highlighted specific problems identified by Atlantic. In a report submitted on August 14, followed by a detailed account on September 2, Atlantic described both human error and chemical incompatibility as key factors in the damage.

“Human oversight” was cited as a reason workers failed to apply sufficient primer, causing adhesion issues. Furthermore, the renovation plan in the contract required using two chemicals for the liner layers that proved to be incompatible.
