Chinese National Charged with Voter Fraud in Massachusetts

A Chinese national residing in Massachusetts was arrested on Wednesday. Federal prosecutors alleged that he impersonated another Chinese citizen to register and vote in the 2024 presidential election. Additionally, he reportedly reported the alleged victim for illegal voting to immigration authorities.

Yupeng Sun, 33, from Andover, faces charges of fraudulent voter registration and fraudulent voting. This is according to the U.S. Attorney’s Office for the District of Massachusetts. The criminal complaint suggests Sun admitted to federal investigators in July that he registered the victim to vote and used the person’s identity to cast a ballot.

“I tell you the truth, I register,” Sun reportedly stated when shown the victim’s voter registration details. This came from the criminal complaint.

An anonymous tip claimed that a Massachusetts permanent resident illegally voted in the 2024 presidential election. This included a screenshot of the victim’s voter registration status, as described in the federal criminal complaint. Following this tip, investigators showed Sun a photograph of the early voting ballot envelope submitted at Malden City Hall on October 31, 2024. Sun allegedly admitted, “I used his name to vote.” Massachusetts voter records confirmed that a ballot cast under the victim’s name was accepted for the 2024 election.

The victim, who previously rented a room to Sun in Malden, reportedly had Sun impersonate him and his wife in immigration documents. These documents requested the abandonment of their legal permanent resident status. In June 2024, upon returning from an international trip, the couple had their green cards confiscated and faced removal proceedings. In January 2026, an immigration judge restored their status, finding their testimony credible and supported by forensic evidence indicating they did not sign the forms.

Federal investigators revealed that Sun later sent anonymous tips regarding the victim’s alleged illegal voting to Homeland Security Investigations and U.S. Citizenship and Immigration Services. Sun allegedly confirmed sending these tips during an interview with investigators.

Sun is a Chinese citizen who entered the U.S. on a B-2 tourist visa in September 2020, which expired in March 2021. He holds deferred action status based on a U-Visa application from February 2022. Each voter fraud charge carries a maximum sentence of five years in prison, three years of supervised release, and a $250,000 fine. Sun may also face deportation following any sentence imposed.

U.S. Attorney Leah Foley and Jeff Grimming, acting special agent in charge of Homeland Security Investigations in New England, announced the charges. The investigation received assistance from the Lexington and Andover police departments.

The charges described in court documents are allegations, and Sun is presumed innocent unless proven guilty. The Massachusetts Secretary of State’s office did not respond to requests for comment.
