On May 14, 2026, a Philippine senator sought by the International Criminal Court (ICC) for alleged crimes against humanity left the Senate, where he had been hiding to avoid arrest. Officials reported the escape of Sen. Ronald dela Rosa after gunfire erupted at the Senate building in Manila, causing chaos.
The incident occurred Wednesday night and involved security personnel and a government agent. This fracas apparently provided the cover dela Rosa needed to make his escape. President Ferdinand Marcos Jr. urged citizens to remain calm during a late-night television appearance. Authorities have launched a police investigation into whether the disturbance was orchestrated to aid dela Rosa’s departure.
Senate President Alan Cayetano, commenting on the escape, stated that no obstruction of justice occurred. He further mentioned that he had not seen any ICC warrant regarding dela Rosa and claimed the senator was free to leave the building.
However, critics argue that Cayetano and the Senate’s security chief should face accountability for enabling dela Rosa’s escape. Dela Rosa, 64, was the chief of national police under former President Rodrigo Duterte from 2016 to 2022. Duterte himself was arrested on an ICC warrant for similar allegations related to anti-drug campaigns during his presidency.
The ICC recently unsealed a warrant accusing dela Rosa of committing crimes against humanity, specifically the murder of at least 32 people during his tenure as police chief. Both dela Rosa and Duterte deny authorizing extrajudicial killings, despite Duterte’s public threats to drug suspects.
Political discord between the Duterte family and President Marcos further complicates the situation. Vice President Sara Duterte, former President Duterte’s daughter, claims that Marcos was responsible for her father’s arrest and extradition. This has intensified existing political tensions in the country.
On Monday, the House of Representatives, dominated by Marcos’s supporters, impeached Sara Duterte over allegations of unexplained wealth and misuse of state funds. She was also accused of threatening violence against the Marcos family if her safety was jeopardized. She has denied these charges but has not addressed them publicly in detail.
The Senate plans to convene for her impeachment trial next week. Alan Cayetano, a strong supporter of Duterte and the current Senate President, assumed his role after securing the backing of 13 senators. Dela Rosa, who had been absent from the Senate due to arrest fears, appeared at the Senate on Monday alongside Cayetano, triggering a chain of events that ultimately led to his escape.
