Proposal to Dismantle DHS Introduced by House Democrat

2 hours ago 0

Illinois Representative Delia Ramirez has introduced the ‘Reimagining Safety Act,’ a legislative proposal aiming to dismantle the Department of Homeland Security (DHS). This move comes three weeks before elections where immigration policy is expected to influence voter decisions. The proposed act seeks to replace DHS with a department centered on community safety.

Legislation Overview

The proposal extends beyond the elimination of U.S. Immigration and Customs Enforcement (ICE), targeting the entire DHS, which was established after 9/11. A spokesperson for Ramirez informed Newsweek that vital functions like FEMA and TSA would continue under different departments. The bill proposes a separate civil immigration system under the Department of Justice.

Ramirez, known for her opposition to the Trump administration’s immigration policies, presents the bill as a comprehensive measure. However, the proposal’s timing, ahead of midterms, may lead to significant scrutiny from various quarters.

“There are legitimate reasons to reconsider how DHS operates,” said Adam Klein, a former senior DHS official and co-founder of Globali.ai. He highlighted immigration enforcement, detention practices, civil liberties, and accountability as areas deserving examination.

Implications of the Bill

Ramirez believes the current DHS has become a weapon rather than a protective agency. In her view, a new department focused on mutual care and hope is necessary. She argues the new structure will focus on compassion and community well-being.

The bill outlines the dismantling of DHS over 25 years, including the complete removal of ICE. All detained immigrants would be released within six months. Key immigration detention and monitoring programs would cease, alongside associated funding. ICE’s ankle monitor program would also end.

Border wall construction and the Border Patrol’s surveillance tower program would stop. FEMA and the Cybersecurity and Infrastructure Security Agency (CISA) would move to a Department of Community Safety. The TSA and the U.S. Coast Guard would join the Department of Transportation, while Treasury would manage customs duties.

Responsibility for immigration enforcement would shift to the Department of Justice. Border facilities would serve as welcome centers for asylum seekers, offering support from social workers and medical professionals.

A DHS spokesperson responded critically, asserting, “America’s brave ICE agents put their lives on the line every day… Representative Ramirez should be thanking our law enforcement.” The spokesperson attributed a rise in assaults on these agents to the rhetoric surrounding such proposals.

Current Political Context

The proposal emerges amid ongoing political debates on border security and illegal immigration. Republicans continue to champion these issues, which resonate strongly with their base. Meanwhile, Democrats strive to find unity on immigration policies.

Immigration policy previously bolstered Trump’s reelection in 2024, but recent events, including clashes and arrests, have led to waning support. Some Republicans express concerns as their constituents react to the wide-reaching implications of present immigration enforcement practices.

Support and Sponsorship

Ramirez’s legislation finds support among fellow Democrats: Rashida Tlaib of Michigan, Adelita Grijalva of Arizona, and Jim McGovern of Massachusetts. Immigrant rights groups and progressive organizations also back the bill, including National Nurses United and Indivisible Chicago Alliance.

While the bill’s legislative future is uncertain, it undoubtedly intensifies discussions on immigration and border security as parties prepare for the November congressional elections.
