Video evidence reportedly contradicted the initial accounts given by Castro, leading to the federal charge. This development forms part of a broader investigation that has resulted in prosecutors dismissing charges against Sosa-Celis. The investigation coincides with internal discussions within the Justice Department over the potential pursuit of additional civil rights charges.
