A report from the Institute for the Study of Global Antisemitism and Policy (ISGAP) highlights the influence of networks linked to the Muslim Brotherhood in Canada. These networks are reported to be deeply integrated with Canadian democratic institutions, civil society, and higher education. There are concerns about the potential threat they pose to the U.S. and Western democracies.

Islamist Influence in Canadian Institutions

According to the report, called “Assault on Democratic Values and Principles: How Islamist Entryism Weakens Civil Society and Higher Education in Canada,” there are ties between the Muslim Association of Canada and the Muslim Brotherhood. This connection is linked to a broader agenda to establish a global Islamic caliphate under strict Islamic law, initiated by Hasan al-Banna in 1928 in Egypt.

“Canada’s challenge is not just extremist voices or isolated weaknesses. The report maps interconnected ideological networks gaining legitimacy and political influence,” Charles Asher Small, executive director of ISGAP, explained.

Controversy and Responses

The Muslim Association of Canada calls the ISGAP report Islamophobic. They argue it recycles discredited allegations, a stance they claim has been supported by the Ontario Superior Court. Although Canadian tax authorities noted potential ties to the Muslim Brotherhood in a 2023 audit, no final action was taken against the association’s tax-exempt status.

Influence on Elections

The ISGAP report alleges that groups linked to the Muslim Brotherhood influenced Canada’s election system. A “Vote Palestine” campaign reportedly gained support from 344 candidates across four political parties in the 2025 election.

Fox News Digital explored the implications of these findings with Charles Asher Small. He expressed concerns about parallels between the current influence in Canada and historical patterns, like the alliance between the radical left and Islamists during the 1979 Iranian Revolution.

Concerns from the U.S.

Various U.S. government officials, especially during the Trump administration, have criticized the Muslim Brotherhood’s influence. The Treasury Department has designated certain branches as terrorist organizations, highlighting the continued scrutiny and sanctions efforts against this group.

The ISGAP report suggests policy changes for the Canadian government to limit the influence of Muslim Brotherhood-aligned groups in national institutions and electoral systems.
