The Park Ridge City Council approved a new mural program for public buildings in a close 4-2 vote on August 3. The program aims to display civic pride through murals on public structures, such as schools and park offices, but excludes private buildings. Approval from City Hall is needed for each mural.
The main challenge in establishing the mural program was distinguishing between a mural and a sign that advertises a business. Council members defined a sign as a project with letters, products, logos, or elements linked to businesses. Murals should not display elements related to the business’s nature.
Although the proposal passed through the Planning and Zoning Commission with no public comments, debate arose among council members. Alderperson Lauren Rapisand expressed concerns about restrictions potentially hindering school district logos, fearing mascots like a wildcat might be prohibited. Community Preservation and Development Director Drew Awsumb clarified that mascots without identifying business elements would be allowed.
Awsumb noted the intention to avoid allowing business-sponsored murals with logos on public buildings. Schools featuring mascots, local history, or notable figures would likely meet city criteria. He emphasized the city’s willingness to approve murals highlighting school history or influential teachers.
Alderperson Joseph Steinfels, having attended relevant meetings, voiced confidence that the regulations would not pose issues. He assured that murals featuring images like a tiger at Roosevelt Elementary would not face obstacles. Steinfels also explained the city’s own logo would be considered a sign, hence subject to different criteria.
The mural program aims to enhance community appearance while ensuring buildings don’t become advertising platforms. Despite concerns, the council ultimately approved the initiative, aiming to balance creativity with regulation.
