Russian-Linked Arson Plot Targets UK Prime Minister’s Properties

Officials disclosed new information about arson attacks aimed at properties linked to UK Prime Minister Keir Starmer. Suspects allegedly recruited and directed by a Russian-speaking handler were involved in the plan.

According to police, the suspects were incentivized to execute a coordinated attack in London in May 2025. The targets included a vehicle and two properties associated with Starmer.

Investigations indicate that the handler was a diplomat trained in information warfare, connected to a broad Russian sabotage and disinformation operation originating from Moscow, as reported by the Kyiv Post.

Two individuals, Ukrainian national Roman Lavrynovych, 22, and Romanian national Stanislav Carpiuc, 27, were convicted for their involvement in the plot. Lavrynovych was recruited through a Russian-speaking Telegram handler named “El Money.” Court reports also mention Carpiuc’s Ukrainian origins. A third suspect, Petro Pochynok, 35, was acquitted.

British Prime Minister Keir Starmer discussed the serious nature of these threats during a meeting on February 24, 2026.

Police reveal Lavrynovych was guided by “El Money” through Telegram, who provided instructions for escalating tasks while promising payment.

You attacked the home of a very high-ranking person in Britain. I’ll send you the money you need to leave the city,” the handler allegedly messaged.

The handler reportedly tempted Lavrynovych with Russian citizenship in exchange for completing the attacks and showed strong support for Russian President Vladimir Putin.

Authorities suggest Russian operatives coordinated the campaign remotely through social media and Telegram, utilizing fake far-right and Muslim online communities to incite division and fear in the UK. The Russian Embassy has refuted any ties to these activities.

Three arson incidents transpired from May 8 to May 12, 2025. The first ignited a Toyota vehicle previously owned by Starmer. The second set a residential property’s entrance ablaze on May 11, managed by a company where Starmer held a past role as director and shareholder. The third attack on May 12 occurred at Starmer’s private house.

The reckless actions of the men could have been fatal,” stated Commander Helen Flanagan from Counter Terrorism Policing London.

Lavrynovych’s arrest on May 13 was backed by CCTV footage and phone records linking him to the reconnaissance of attack sites. Carpiuc faced arrest on May 17 at Luton Airport, moments before boarding a flight to Romania.
