Lawmakers Urge End to U.S. Military’s Drug Boat Strike Campaign

Over 70 lawmakers from North and South America, including representatives from the United States, Canada, and Colombia, have called on the Trump administration to cease its strike campaign on alleged drug-smuggling boats in the Caribbean and Eastern Pacific. These lawmakers argue that these actions amount to extrajudicial killings and violate the principles of democratic rule of law.

The rights to life, due process, and protection against arbitrary force are fundamental to democratic governance. Allegations of drug trafficking, no matter how severe, do not justify lethal force against those not posing an imminent threat.

The lawmakers’ statement on Tuesday highlighted the lack of evidence provided by U.S. officials regarding the contents of these targeted boats. Despite this, these strikes have resulted in the death of over 220 individuals labeled as ‘narco-terrorists.’ International law experts argue these actions breach legal principles, and the campaign is criticized for its approach to combating drug trafficking in the Western Hemisphere.

Additionally, there is concern over possible assistance from other governments through intelligence sharing or logistical support. Such cooperation might violate international laws, making states complicit in these internationally wrongful acts.

Ben Saul, a U.N. human rights expert, remarked that these lethal actions could be considered crimes against humanity. He emphasized that even if the crew on board were part of criminal or terrorist groups, they had not executed any armed attack against the United States to warrant self-defense measures.

The U.S. military has also reportedly adjusted its tactics in recent operations, choosing to evacuate larger fishing vessels before taking action, indicating a shift towards less lethal methods. Lawmakers stressed the importance of addressing drug trafficking within a framework of international law and human rights.
