Baseball holds a significant place in the Dominican Republic. Known for its substantial export of players to the American major and minor leagues, the country has produced legends such as Pedro Martínez and Adrian Beltré. Murals across villages immortalize these players who achieve success at professional levels.

For nearly fifty years, the Dominican Republic has been a leading source of baseball talent outside of the United States. With a population similar to that of Ohio, 144 players from the country reached the major leagues last year. This constitutes roughly 10% of the league’s overall composition.

A System of Opportunity and Exploitation

The Dominican baseball landscape operates on volume, with teams issuing signing bonuses to approximately 450 prospects annually. Despite this large number, fewer than 10% of these players enter the major leagues. Even so, these bonuses can be life-altering in a nation where the average annual income is significantly lower than the sums offered to players.

Main challenges include a system exploiting young players in favor of opportunistic trainers and predatory moneylenders.

Trainers’ Role in Player Development

Unlike the structured draft system in the United States and Canada, the Dominican Republic observes a competitive bidding process for young players. Trainers, also known as buscones, identify local talent and operate numerous academies providing training, accommodation, and equipment.

These trainers often take 35% to 50% of a player’s signing bonus, with bonuses ranging from $30,000 up to high six-figure amounts. From 2012 to early 2026, Dominican prospects received $1.042 billion in bonuses, yet about half a billion dollars are diverted to trainers and lenders.

Early Agreements and Financial Exploitations

Though rules prohibit official deals with players under 16, teams employ informal preacuerdos to promise payments to players upon reaching legal age. Such deals often involve players as young as 11, leading to long waiting periods for compensation. This creates an environment ripe for financial exploitation.

Moneylenders, known as prestamistas, offer loans with high-interest rates against promised bonuses. Online ads target families, tempting them into agreements that result in significant debt. An example involves Belfi Rivera, who had a $1.8 million handshake deal, yet saw only a small amount due to commissions and predatory lending.

Notable Instances and Legal Entanglements

Santo Caraballo exemplifies the deep entrenchment of moneylenders in the baseball system. His notoriety amplified through involvement with MLB prospect Oneil Cruz’s legal troubles following a fatal car crash, where facilitated settlements negated charges against Cruz.

Caraballo’s partnership with Hall of Famer David Ortiz further illustrates the intermingling of notable figures within this setup. Although Ortiz distanced himself from Caraballo, their financial involvement highlights complex motivations against systemic reform.

Opposition to Reform and International Draft

MLB’s commissioner has long championed an international draft to eliminate preacuerdos. Nonetheless, Ortiz’s opposition, alongside major league players, contends it restricts prospects’ employment options and diminishes bonus competition.

Ortiz’s resistance, shared via messaging to players and trainers, potentially reflects vested interests, raising doubt about true motives behind draft opposition.

MLB’s Stance and Efforts for Reform

Though MLB targets reform through an international draft, it lacks effective measures against early agreements or meaningful education on moneylenders’ predatory practices. The league has yet to publicly penalize teams for early deals.

According to Piñao Ortiz, a former Dominican baseball commissioner, the league’s awareness of the system’s corruption is evident, yet it remains inactive in correcting the situation.
