Authorities justify these restrictions, stating that they prevent drones from using cellular networks and SIM cards for navigation. Nevertheless, these internet blackouts enable the state to exert control over online information.

Authorities maintain “whitelists,” allowing access to certain websites during blackouts. Unfortunately, Belgorod’s app hasn’t been whitelisted, rendering it ineffective. Users report that the app fails to function without a stable internet connection, especially when traveling.

Complaints range from disappearing signals and startup failures to sound notification issues. Developers acknowledged a bug affecting some Android devices, further complicating app usage.

The effectiveness of Belgorod’s app contrasts with Ukraine’s Air Alert app. Released by Ukrainian developers shortly after the conflict began, it successfully warns citizens of Russian strikes. Ukraine’s app operates efficiently, while Belgorod’s struggles to provide accurate alerts despite regular attacks since 2023.
