U.S. Sanctions on Iran Affecting India–U.S. Relations

The Trump administration has heightened economic sanctions on Iran, announcing “Operation Economic Outcast.” This policy includes secondary sanctions against countries engaged in Iran-related business. The move presents challenges for nations like India, which is a key U.S. ally but maintains significant ties with Iran.

Complex Relationship with Iran

India has economic and strategic interests in Iran that it may not easily abandon. During the Shanghai Cooperation Organization summit in Kyrgyzstan, Indian Prime Minister Narendra Modi met with Iranian President Masoud Pezeshkian. This meeting occurred soon after the Trump administration initiated its new sanctions campaign.

According to Iran’s account, President Pezeshkian requested India’s help in promoting dialogue over conflict. Modi confirmed India’s intention to deepen its longstanding friendship and trade with Iran. Sadanand Dhume from the Council on Foreign Relations commented that Modi’s actions seemed to demonstrate India’s independence from U.S. pressure.

Sanctions and Diplomatic Tensions

U.S. Secretary of State Marco Rubio stressed on “The Brian Kilmeade Show” that no country should assist Iran in circumventing American sanctions. The U.S. administration continues to engage with economic partners to ensure Iran does not develop nuclear weapons.

India remains among Iran’s prominent trading partners, though trade levels have fallen since their peak in 2018-2019. New Delhi’s exports to Iran largely comprise goods with humanitarian exemptions, like pharmaceuticals. Iran is also a major destination for Indian rice.

India resumed importing Iranian oil after a seven-year hiatus due to temporarily lifted sanctions, with shipments valued at $707 million in the first half of the year. However, some Indian companies face U.S. sanctions for alleged involvement in Iranian petroleum trade.

Balancing Act for India

The U.S. Treasury Department has warned countries involved in Iran-related activities to cease engagement by a specified date. This has affected Indian exporters who rely on trade hubs like Dubai.

India’s strategic interests in Iran extend to infrastructure projects like the Chabahar port, which connects India with Russia and Europe while bypassing Pakistan. Uncertainty surrounding U.S. sanctions has complicated India’s plans.

Despite disruptions from the Middle East conflict, India has shown resistance to U.S. pressure when national interests are implicated. However, India’s dependency on the U.S. for trade suggests a potential likelihood of India prioritizing U.S. relations over Iran.

Potential Impact on U.S.-India Relations

The imposition of secondary sanctions could strain U.S.-India diplomatic relations. Analysts suggest the U.S. should leverage quiet diplomacy with India, an approach previously effective in reducing India’s reliance on Iranian oil.

The timing coincides with Chinese and Russian leaders visiting India for the BRICS summit, adding another layer of complexity to the geopolitical dynamics in the region.
