Immigration and Customs Enforcement (ICE) has placed a detainer on a Salvadoran national accused of allowing a toddler to drown. The Department of Homeland Security (DHS) reported this incident involving Angel Israel Deras-Rivas, citing failures in immigration policy.

Incident Details

Deras-Rivas, 19, was arrested in Garner, North Carolina. He is charged with murder and felony child abuse. Officials allege that he left a 14-month-old stepchild unattended in a bathtub filled with water, leading to the child’s death. This tragic event occurred just a few months after he married the child’s mother in April.

According to immigration authorities, Deras-Rivas entered the United States illegally through Texas in October 2023. DHS has labeled him as a criminal illegal alien who was released into the U.S. under the current administration.

Criticism of Immigration Policies

DHS Secretary Markwayne Mullin criticized current immigration policies, suggesting they played a role in this incident. He stated, “This tragic event could have been prevented if stricter border policies were in place.” ICE is urging North Carolina officials not to release Deras-Rivas and to ensure he is handed over for potential deportation.

ICE’s Response

ICE has filed a detainer with the Wake County Sheriff’s department. A detainer asks local law enforcement to notify ICE before an individual is released. It allows immigration agents up to 48 hours to take custody for possible removal proceedings.
