FBI Captures Two Most Wanted Fraudsters in Jamaica

The FBI has successfully returned one of its most wanted alleged COVID-19 fraud fugitives to the United States. Elaine Angene Escoe, who had been living under the alias “Harley Newman” in Jamaica, was caught following a federal manhunt.

Escoe, 41, returned to South Florida after Jamaican authorities arrested her. She is accused of helping to fraudulently obtain over $32 million in COVID-19 relief funds and then fleeing when she failed to appear in federal court.

According to the U.S. Attorney’s Office for the Southern District of Florida, Escoe was indicted in 2025 on charges including conspiracy to commit wire fraud and money laundering.

“Elaine Angene Escoe’s arrest shows that no one can escape American justice,” noted Acting Attorney General Todd Blanche.

The Justice Department states it will vigilantly pursue those misusing taxpayer funds.

FBI Director Kash Patel emphasized the importance of this capture in the ongoing fight against international fraud. Escoe’s arrest marks the fourth capture from the ‘Most Wanted Fraudsters’ list within five weeks.

“This arrest is a landmark in international fraud crackdowns,” Patel commented. “The FBI, in coordination with several agencies, ensured Escoe is finally brought to justice.”

In the last few weeks, authorities have apprehended four fraud suspects. Collectively, they are linked to almost $1.8 billion in fraudulent activities. Patel highlighted that the FBI has returned over 30 high-value targets to the U.S since June.

Several agencies, including the FBI, Homeland Security Investigations, and Jamaican law enforcement, collaborated on Escoe’s capture and subsequent return.
