Russian Nationals Charged in $63 Million Cyber Scam

Three Russian nationals have been accused of scamming Americans in 21 states, stealing over $63 million. An indictment unsealed by the U.S. Attorney’s Office for the Northern District of Ohio highlights the charges against Alexander Alexandrovich Volosovik, Kirill Andreevich Zatolokin, and Yulia Vladimirovna Pankova.

According to federal prosecutors, these individuals conducted cyber activities targeting U.S. infrastructure. Their companies, Media Land, LLC and ML.Cloud, LLC, based in St. Petersburg, Russia, facilitated these attacks.

“From their overseas safe haven, these defendants ran the criminal infrastructure that powered attacks on critical institutions across our nation,” said A. Tysen Duva, Assistant Attorney General of the Criminal Division, Department of Justice.

Duva emphasized the defendants’ actions endangered the public and affirmed efforts to dismantle such networks.

A grand jury indicted the trio for conspiracy and aiding and abetting computer fraud, wire fraud, and money laundering in December 2024. The U.S. State Department’s Rewards for Justice program is offering up to $10 million for information on associates linked to the trio.

The U.S. and allies sanctioned the companies in 2025. Media Land and ML.Cloud provided IT services like “bulletproof hosting,” which helped clients evade law enforcement.

The companies supported various crimes, including malware and ransomware deployment and other cyber offenses as per the U.S. Attorney’s Office.

The group’s targets were global, prompting collaboration between U.S. authorities and international partners. Victims included banks, schools, hospitals, media companies, and government entities, affecting communities across 21 states.

U.S. Attorney for the Northern District of Ohio, David M. Toepfer, emphasized international collaboration to combat individuals exploiting technology to disrupt infrastructures.

Toepfer acknowledged support from the Netherlands’ and United Kingdom’s law enforcement and the Australian government.

FBI Cleveland Special Agent Josh DelManzo highlighted the global reach and threat posed by cybercriminals using ransomware, malware, and phishing attacks.

DelManzo stressed the FBI’s commitment to dismantling these networks to protect the public from cyber threats.

The U.S. Attorney’s office for the Northern District of Ohio did not comment due to the ongoing investigation.
