FCC Approves Reflect Orbital’s Sunlight Reflection Test Satellite Amid Debate

The Federal Communications Commission (FCC) has given the green light to a test satellite project aimed at creating “sunlight on demand” from space. The satellite, equipped with a giant reflective mirror, comes from the California-based Reflect Orbital. The goal is to redirect sunlight back onto Earth, but the proposal has sparked discussions about its merits and potential downsides.

Project Overview and Purpose

Reflect Orbital’s Earendil-1 satellite aims to test the feasibility of bouncing the sun’s rays to specific areas on Earth. It proposes that the reflected light would cover an area about 5 kilometers (3 miles) wide. As the satellite orbits, it must reposition its mirror every four minutes. The technology could assist sectors like agriculture and emergency response by providing light in selected areas, which could also boost solar-energy generation.

The FCC approved one demonstration satellite to test these possibilities. Reflect Orbital aspires to expand this into a larger network if proven viable.

Concerns and Criticisms

“This approval is deeply concerning,” noted Moriba Jah, a University of Texas at Austin professor. It signals an approach of acting first and assessing later, leaving repercussions for others to manage. Astronomers and other experts share this view.

Concerns extend to light pollution impacts, particularly on astronomical observations and night sky studies. Samantha Lawler, an associate professor at the University of Regina, critiques the practicality of the system. She believes it is unhelpful for intended uses unless hundreds of satellites work together simultaneously.

Environmental and Safety Concerns

Opposition comes from environmentalists and researchers too. They argue about risks such as disrupting natural nocturnal behaviors of wildlife and affecting human circadian rhythms. The potential danger to pilots and drivers from unexpected reflections is also underlined. A cluttered low-Earth orbit could pose further challenges in space traffic management.

Issues with Regulatory Oversight

The FCC acknowledges these concerns but maintains they fall outside its radio-frequency spectrum purview. This decision, Jah argues, leaves the scientific community without an adequate platform to ensure environmental impacts are addressed.

“The FCC dismissed over 1,600 public comments,” Jah mentioned. “This leaves space for private companies to change the night sky without proper oversight.”

Lawler echoes this sentiment, emphasizing the FCC’s disregard for public objections, most of which involve optical light. She points out the absence of a U.S. agency regulating such optical emissions, allowing such projects to bypass thorough scrutiny.

Future Considerations

The Earendil-1 satellite marks the initial phase to assess if reflecting sunlight from orbit is practical. While its success might provide new insights, it also necessitates careful consideration of environmental and social implications.
