IOC Eases Restrictions on Russian Olympians

The International Olympic Committee (IOC) has recommended ending the three-year vetting program for Russian athletes seeking neutral status in preparation for the 2028 Los Angeles Olympics. This decision was anticipated following the IOC’s advice two months prior, which suggested allowing athletes from Belarus, an ally of Russia in the ongoing invasion of Ukraine, to compete under their national identities.

“The IOC stands in solidarity with the Olympic community of Ukraine, which the Olympic movement has supported since the beginning of the war, and will continue to do so,” the IOC stated after an executive board meeting.

Entry requirements for Russian athletes and teams at IOC events have been eased, with the previous suspension of the Russian Olympic Committee lifted. This suspension was originally imposed when the Russian Olympic body included regional sports councils from occupied areas of Ukraine. The conditions that led to the suspension are no longer relevant, according to the IOC.

At the 2024 Paris Olympics, 32 athletes from Russia and Belarus participated as approved neutrals, earning a total of five medals. In contrast, the Russian team comprised over 300 athletes at the 2021 Tokyo Olympics and secured 71 medals.

The IOC has not yet sanctioned Russian teams to compete with their national flag and anthem; a decision on this matter will be made at a suitable time. The upcoming Olympic event is the 2026 Youth Summer Games, scheduled to begin in Dakar, Senegal on October 31.

To address concerns within the global sporting community regarding the return of Russian athletes, the IOC mandates these athletes to undergo multiple doping tests and be part of a recognized testing program. The IOC also reaffirmed its stance of not organizing events in Russia or inviting Russian government or state officials to any of its events.
